They are seemingly ceramic figurines that someone added holes to the top to imitate the appearance of salt and pepper shakers; the top holes are too small to be effectively used and the bottom holes are large and oblonged. The S and P are painted under the glaze however.There is a small noticeable chip on the top of Santa at the back left hole.
